Method PrefixCodedToInt32

PrefixCodedToInt32(BytesRef)

Returns an from prefixCoded bytes. Rightmost bits will be zero for lower precision codes. This method can be used to decode a term's value.

NOTE: This was prefixCodedToInt() in Lucene
